The lockout is one part of the lockout tagout group LOTO. The LOTO is enforced by the authorities. The employers should check whether the components are subjected to lockout correctly or not and the lockout procedures trained for the people with needed materials. While working there may be accidents happen but the employers should be very careful on preventing the accidents by installing protective devices.
